Tel has, however, impressed recently on the forward line and replaces Dominique Solankesidelined by an ankle injury before Tuesday evening’s match against Slavia Prague.
Spurs were allowed to make the change as Solanke was sidelined for more than 60 days, with UEFA rules allowing a team change before the sixth day of the championship phase.
The decision comes with Randal Kolo Muani a doubt for the match after being withdrawn in the 2-0 victory against Brentford. Dejan Kulusevski and James Maddison also remain sidelined.
Destiny Udogie could also miss after Frank confirmed the full-back suffered a soft tissue injury last week against Newcastle, although the manager hoped he would not be out for long.
Spurs enter the sixth round of the Champions League in 16th place in the table, with eight points from five games. Their opponents are yet to win, with three draws and two defeats so far.
