The 32-year-old Japanese made eight birdies in his round to hold a slight advantage at Kapalua over another major winner, Collin Morikawa.
The American, winner of the 2020 US PGA Championship and the Open the following year, scored a 65 thanks to five successive birdies from the 13th.
“I’m definitely happy with where I am,” Matsuyama said.
“Obviously the views are beautiful here. I haven’t played well here in a while, so it’s good to start off on the right foot.”
Morikawa could have finished the day tied with Matsuyama but had to settle for a par at the 18th.
“I just hit a few quality shots and gave myself a series of birdie opportunities,” he said.
“I felt like the last nine games I was getting some birdie looks. Obviously I made a handful of them, but it was just nice to see a few go down.”
American Maverick McNealy matched the lowest round of the day with a 64 to move one shot behind Morikawa at 14 under alongside Canadian Corey Conners, Belgian Thomas Detry and first-round leader Tom Hoge of the States -United.
England’s Harry Hall birdied four of his final five holes en route to a 65 that took him into an extra-shot group that also includes U.S. Ryder Cup captain Keegan Bradley and former U.S. Open champion Wyndham Clark, both of whom shot 64s.
