The general managers are offering a number of recommendations for smaller rule changes, more tweaks to the current rules than anything else. Here is the story about it.
Most important is the expansion of the coach’s challenge rule to include delay of game penalties for pucks fired over the glass and for high-sticking minors that may have been the result of a friendly fire. In each case, it would only be a matter of removing a penalty.
It may appear black or white for pucks fired above the glass; either he passes directly over the glass from the defensive end and it is a penalty, or he touched something (stick, skate, glass) while leaving the play and it is not a penalty.
