The NFL issued 18 fines for on-field rule violations in Week 14. The heaviest was issued to Lions linebacker Alex Anzalone.
Anzalone was fined $17,968 for “hitting/kicking/tripping/kneeling.” That happened in the second quarter, after Cowboys tight end Jake Ferguson fumbled after a four-yard gain on third-and-21.

The video shows Anzalone rushing after the recovery with a flying jump to Cowboys offensive lineman Tyler Booker. Booker reacted immediately, raising his hand and looking for a penalty to give to Anzalone.
This did not happen. But the NFL saw it and reacted accordingly.
